This is the Newspaper Kid from the Collectible Minifigure Series 24. The Newspaper Kid has raggedy clothes and a new flat cap. He includes a newspaper which links back to the very first minifigure, along with a slingshot, messenger bag, and a base plate. In the original sealed packaging, unopened.
